Phillip Boyle and Scottie Seawell founded Leading and Governing Associates in 2004.
From the beginning, Scottie and Phil worked with nonprofit and elected board members, and their executive leadership, staff, associations and community members to envision and navigate toward their preferred futures.Their work is often funded through grants from foundations, state and local governments, universities, and cross-sector collaborative funding initiatives.

Scottie Seawell, MPA
President and Principal Consultant
Scottie Seawell, MPA, President and Principal Consultant, co-founded Leading and Governing Associates in 2004 with her spouse and business partner, Phil Boyle, the original Proselytizer for Democracy.
Scottie is an experienced consultant who has worked with local leaders on strategic and systemic change and community engagement initiatives in rural, urban, and suburban communities in North Carolina.
Scottie also has experience as a non-profit association executive director and as a public relations and communications specialist with the U.S. Administration for Children and Families. She is experienced and equipped to design and facilitate in-person, virtual and hybrid meetings as preferred or as necessary.
Scottie:
- Consults and coaches backbone organizational staff in support of collective impact and systems change initiatives
- Supports nonprofit capacity building in rural, urban, and suburban communities
- Consults with public purpose leaders on strategic planning and navigation, executive succession planning, and fund development
- Designs and facilitates community engagement and visioning initiatives with boards of education and administrative leadership
- Designs and facilitates core values and lay leadership development initiatives with churches
- Presents at national and statewide conferences on public values thinking, decision-making, and advocacy
